`SIGTERM`: Passive shutdown stopping provisioner daemons from accepting new
jobs but waiting for existing jobs to successfully complete.
`SIGINT` (old existing behavior): Notify provisioner daemons to cancel in-flight jobs, wait 5s for jobs to be exited, then force quit.
`SIGKILL`: Untouched from before, will force-quit.

Fixes an issue where remote forwards are not correctly torn down when using OpenSSH with `coder ssh --stdio`. OpenSSH sends a disconnect signal, but then also sends SIGHUP to `coder`. Previously, we just exited when we got SIGHUP, and this raced against properly disconnecting.

This change will improve over CLI performance and "snappiness" as well as
substantially reduce our test times. Preliminary benchmarks show
`coder server --help` times cut from 300ms to 120ms on my dogfood
instance.
The inefficiency of lipgloss disproportionately impacts our system, as all help
text for every command is generated whenever any command is invoked.
The `pretty` API could clean up a lot of the code (e.g., by replacing
complex string concatenations with Printf), but this commit is too
expansive as is so that work will be done in a follow up.

The codersdk was becoming bloated with consts for the workspace
agent that made no sense to a reader. `Tailnet*` is an example
of these consts.

This change means that users can place SSH keys in the default locations
for OpenSSH, like `~/.ssh/id_rsa` and it will be automatically picked
up (as per a default OpenSSH experience).

This was a mistake when adding the committer fields 🤦.
* fix: Use environment variables for agent authentication
Using files led to situations where running "coder server --dev" would
break `gitssh`. This is applicable in a production environment too. Users
should be able to log into another Coder deployment from their workspace.
Users can still set "CODER_URL" if they'd like with agent env vars!
These values were ignored. Environment variables are applied to
new sessions, and are refreshed on reconnect. This is cool because
a workspace could be updated with new environment variables without
requiring a complete start/stop.
The startup script is only ran once regardless of changes, which
feels like the expected behavior.
