change the default to `true` for deleting old backups
...
In GitLab 13.12 we added an option to the gitlab-ctl backup-etc task to prune old configuration backups - but set the default behavior to not delete old backups.
This changes the behavior to --delete-old-backups by default, pruning older configuration backups according to the gitlab_rails['backup_keep_time'] setting.

Previous versions of this command compressed etc but the gitlab-ctl command doesn't compress the archive. It might be nice if it did but its just a tar.

Add backup of /etc/gitlab to upgrade process

- Adapts original merge request submitted by @szymon.szypulski
- Add gitlab-ctl backup-etc which will backup /etc/gitlab to tar
archive in predefined location, currently /etc/gitlab/config_backup.
- Add configuration backup to preinst main function executed during
upgrade.
- Update backup documentation.

This wrapper automatically changes the ownership of registry directory
before and after restore to ensure filesytem permissions are correct.
